"During" means the building has been contained. While the work is in progress all hazardous lead chils fall inside the contained area only.

The Public sidewalks are safe and the interior of the apartment are safe too. All the chips & dust generated fall only in the contained areas.

Notice all the windows have been replaced w/ double pane wood.
All the "lead Hazardous" have been eliminated.
